AS MAYOR, I GET TO BE IN MANY OF THE MEETINGS AS A BOARD MEMBER. ALSO FOR THE NLC. YES, I LIVE RIGHT THERE, JUST RIGHT ACROSS. AND SO MY HOME IS ON A HALF ACRE LOT. THESE HOMES ON THE END OF LOVER'S LANE ARE ONE ACRE LOTS, AND THE ONE ACRE LOTS. THEY'RE MORE EXECUTIVE ESTATE LEVEL, THE ONE THAT BORDERS THE GOLF COURSE, THE $633,000 VALUE ON THE TAX ROLLS. AND IN THIS AREA, ALL THESE HOMES THAT SIT ON ALMOST AN ACRE, A LOT OF THEM ARE CLOSE TO, YOU KNOW, SEVEN, $800,000, INCLUDING A HALF A MILE AWAY. THERE'S A $1.4 MILLION ESTATE. THERE ARE HOMES ON GRIFFITH THAT ARE CLOSE TO THAT, YOU KNOW, PRICE POINT. AND SO THIS AREA THAT HE'S PROPOSING TO BUILD, THE DEVELOPMENT IS GOING TO BE IT'S GOING TO BE A VERY HIGH DENSITY DEVELOPMENT. AND SO THAT'S WHY I'M OPPOSED TO IT. AND THE MAP WILL, YOU'LL SEE IT HAS A MOCK UP OF HOW MANY HOMES WILL BE ON THAT PROPERTY. AND THE 7.5, THE 18, 7.5 WOULD BE IN THE DEVELOPMENT PHASE THREE. SO THAT WOULD BE UP BY THE MORE EXPENSIVE HOMES. BUT THERE'S ONLY 18 OF THEM AND THE REST ARE JUST FIVE FEET APART. OUR SF SIX IS SEVEN FEET APART. SO HE'S ASKING FOR LOWER STANDARDS THAN OUR STANDARDS THAT WE HAVE IN THAT. BUT MY PROBLEM WITH THIS IS THE THE FLOODING THAT COULD HAPPEN TO RASH, I MEAN, NOT RASH, BUT HAYNES CIRCLE AND CALI CIRCLE THAT ARE JUST RIGHT THERE BECAUSE LOW DENSITY SINGLE FAMILY HOMES, WE HAVE MORE DRAINAGE. IT'S EASIER FOR THE DRAINAGE, HIGH DENSITY. YOU'RE GOING TO ADD A LOT OF CONCRETE, BUT I'LL, I'LL FINISH SAYING WHAT I'M GOING TO SAY. THE COMPREHENSIVE PLAN DESIGNATES MY NEIGHBORHOOD AS LOW DENSITY, SINGLE FAMILY RESIDENTIAL, AND THE PROPOSED DEVELOPMENT BEFORE YOU IS A HIGH DENSITY DEVELOPMENT THAT CLEARLY DOES NOT MEET THE NEIGHBORHOOD STANDARD OR THE COMPREHENSIVE PLAN I. I BELIEVE APPROVING THIS HIGH DENSITY HOUSING DEVELOPMENT CREATES A PUBLIC SAFETY RISK BECAUSE OF THE INCREASED TRAFFIC ON A TWO LANE ROAD THAT'S BARELY A TWO LANE ROAD. LOVER'S LANE DOESN'T EVEN HAVE A CENTER STRIPE. IT DOESN'T HAVE A TURN LANE OR IT DOESN'T HAVE SHOULDERS. COLQUITT ROAD IS THE SAME WAY THAT CREATES A PUBLIC SAFETY

FLOODING CONCERNS FOR THE EXISTING NEIGHBORHOODS THAT I MENTIONED BEFORE, THE SCHOOL ZONE JUST DOWN COLQUITT ROAD IS OVERCROWDED MOST DAYS DURING SCHOOL TIMES, BUT A HIGH DENSITY NEIGHBORHOOD THAT WOULD CREATE SO MUCH MORE TRAFFIC CREATES EVEN MORE OF A PUBLIC RISK FOR PUBLIC SAFETY, RISK FOR OUR CHILDREN AND THE CHILDREN THAT LIVE IN THE APARTMENTS. WE DON'T HAVE ANY SIDEWALKS. A LOT OF CHILDREN WALK TO SCHOOL FROM THE THE THE APARTMENTS OR EVEN FROM HOMES. THEY, THEY WALK TO THE ELEMENTARY SCHOOLS OR THEY WALK TO THE MIDDLE SCHOOL. AND, AND THAT IS A PATH FOR CHILDREN WALKING TO SCHOOL. CITY ORDINANCE REQUIRES THAT DEVELOPMENT ALIGN WITH THE COMPREHENSIVE PLAN, INCLUDING LAND USE AND DRAINAGE CONSIDERATIONS. AND. THE PERFECT PURPOSE OF ZONING IS TO PREVENT OVERCROWDING IN AN AREA. OVERPOPULATION. SO AREAS WILL NOT BE OVERWHELMED, AND THE INFRASTRUCTURE THAT EXISTS CURRENTLY IS NOT OVERWHELMED. THE COMPREHENSIVE PLAN WAS DESIGNED TO PROTECT EXISTING NEIGHBORHOODS LIKE MINE, AND THAT'S WHAT IT IS. AND AS DONNA RENEE SAID, THIS IS THE THE PEOPLE'S VOICE AND THE PEOPLE NEED TO BE REPRESENTED. AND WE DO NEED MORE HOUSING. WE NEED QUALITY DEVELOPMENT, BUT WE DON'T NEED STUFF THAT IS SO SMALL THAT EXECUTIVES DON'T WANT TO BUY IT. IT'S ON. THE GOLF COURSE IS GOING TO BE PARK AND REC IN THE FUTURE, AS ROLAND HAD MENTIONED. AND SO THE PROPOSED DEVELOPMENT DOES NOT MEET THE COMPREHENSIVE PLAN. IT DOESN'T MEET THE CITY ORDINANCE, COMPLIANCE, DRAINAGE, INFRASTRUCTURE COMPATIBILITY, AND IT CLEARLY DOESN'T MEET FUTURE LAND USE MAP. SO IN CLOSING, I RESPECTFULLY ASK YOU, COUNCIL AND MAYOR CARMONA, TO THINK OF ALL THESE THINGS. THE MORE THE CONTINUED GROWTH IN THAT AREA, IN A FLOODING ZONE, EVEN BEHIND US WITH TERRA NOVA COMING, IS GOING TO CAUSE IMMENSE FLOODING IN THAT REGION. YES. SO I DID HAVE A SPECIFIC COMMISSIONER ASK ABOUT THE FUTURE LAND USE AND WHAT THE STAFF RECOMMENDATION WAS. I DID STATE THAT STAFF RECOMMENDATION REMAINS NEUTRAL BECAUSE ANY TIME IN YOUR FUTURE COMPREHENSIVE PLAN, IF THE CITY AT THAT TIME WENT IN AND DECIDED THAT A PARTICULAR AREA WAS PARKS AND RECREATION, BUT WE HAVE NO PLANS FOR PURCHASE, THEN STAFF AND DEVELOPERS ARE KIND OF AT A STALL BECAUSE IT DOESN'T REALLY GIVE ANY ADVICE ON HOW TO MOVE FORWARD.
